What changes the price
- Size of the system. More outlets, bathrooms, tanks and water heaters mean more to inspect and more temperatures to take.
- Stored water. Cold water tanks and hot water cylinders add inspection time compared with a mains-fed combi system.
- Type of building. Care homes and healthcare premises have more people at higher risk and need a fuller assessment.
- Location and travel. Prices in London and for remote sites are often higher.
- What is included. Check whether the price covers a written report, a schematic of the system, a control scheme and any water samples.
- Bundles. Agents and compliance firms often discount when the visit is combined with a gas safety check, EICR or EPC.
Is it worth paying for one?
For a single let with a simple system, HSE says most landlords can assess the risk themselves. Paying makes sense when you are short of time, when the system has stored water or shared services, when the property is often empty, or when an agent, insurer or licence asks for an assessment by a third party.
For workplaces and commercial premises the assessment needs a competent person, and you also need a written scheme for controlling the risk and records of the checks. Most businesses use a specialist.
How to compare quotes
- Ask whether the assessor works to BS 8580-1, the British Standard for legionella risk assessment.
- Ask whether the company is a member of the Legionella Control Association, which audits members against its code of conduct.
- Ask what you receive: a report, photographs, a system schematic and a prioritised action list.
- Be cautious of anyone selling an annual ‘certificate’ as a legal requirement. It is not one.
Ongoing costs after the assessment
The assessment is usually a one-off cost until something changes. The ongoing work is the control measures it recommends. In a rental property that is mostly the landlord's or tenant's time. In commercial buildings it can include contracted services:
